I recently ran across pbpBB.net which appears to offer free hosted forums using this same software. Is this in any way connected to the folks at phpBB.com that developed the actual software? Is it safe to use?

It's a hosting service that uses a version of the phpBB software. It's not the same people as the phpBB Group.

I've not seen the Group say anything bad about it, they just send people to the right place for support when they try getting it from phpbb.com.
